Why not just use per developer licensed software?

Why is it not a very good idea to use per developer licensed on those kinds of projects? There are two important aspects to think about:

Most likely your customer would like to maintain the project after it is finished. Then the next developers that are involved in this project also must buy separate developer licenses just to do some smaller or bigger modifications.

Reason two

The investment you as a consultancy house must do upfront to get access to a specific tool or software that you want to use will be harder to spread out to your specific customer projects. It will be an economic burden upfront for your company and basically bad for your business.
